Designates August 4, 2018 as "Barack Obama Day" in Delaware to commemorate President Obama's 57th birthday.

Recognizes Obama's service as the 44th President of the United States from 2009 to 2017 and his previous service in the U.S. Senate and Illinois State Senate.

Highlights major legislative achievements including the Affordable Care Act, Dodd-Frank Wall Street Reform Act, and the American Recovery and Reinvestment Act of 2009.

Acknowledges foreign policy actions including ending the Iraq War, the military operation resulting in Osama bin Laden's death, the Iran nuclear agreement, Cuba relations normalization, and sanctions against Russia.

Directs preparation of copies of the resolution to be sent to President Obama, Mrs. Michelle Obama, Vice President Joe Biden, and Mrs. Jill Biden.
