Creates a Medicaid Buy-In Study Group to examine expanding Medicaid coverage to Delawareans with incomes above 138% of the Federal Poverty Level through a purchasable program.

Study Group composed of 14-17 voting members including state legislators from both caucuses, Insurance Commissioner, Secretary of Health and Social Services, physicians, hospital representatives, and public consumers.

Study Group to examine federal requirements, eligibility criteria, potential premiums, coverage levels, and consequences of implementing an expanded Medicaid Buy-In Program.

Authorizes Governor and Secretary of Health and Social Services to apply for a Section 1332 waiver from the U.S. Department of Health and Human Services for state innovation if warranted by study findings.

Study Group must hold first meeting by September 10, 2018, and submit final report to General Assembly and Governor by January 31, 2019.
