Governor shall appoint a 7-member exploratory committee to assess Delaware's eligibility for grants from the NFL's $90 million social justice initiative fund.

Committee shall focus on low-income census tracts in Delaware, particularly Wilmington, Dover, and Seaford, to determine grant qualification potential.

Committee shall explore establishing a pilot program to teach building trades, renovate vacant homes, and provide employment opportunities for eligible participants.

Committee shall evaluate pursuing a $5,000,000 grant from the NFL with a state match requirement.

Governor must appoint committee members by August 3, 2018, and committee must report findings to the Governor and General Assembly by November 3, 2018.
