Establishes a Special Committee to study truck traffic and freight movement along SR 41, SR 48, and SR 7 in New Castle County.

Committee shall study methods to reduce truck traffic on these roadways and recommend improvements in engineering, infrastructure, education, and enforcement to improve quality of life for residents.

Committee membership includes representatives from WILMAPCO, Diamond State Port Corporation, Delaware State Police, Department of Transportation, and two representatives each from the SR 41, SR 48, and SR 7 areas appointed by Senate leadership.

Executive Director of WILMAPCO or designee shall chair the committee, with administrative support provided by the Delaware Department of Transportation.

Committee must submit findings and recommendations to the Department of Transportation and General Assembly by January 12, 2018.
