Adds new Rule 30 to Delaware Senate Rules establishing an anti-harassment policy prohibiting sexual harassment and workplace harassment based on protected characteristics including age, race, sex, sexual orientation, gender identity, national origin, disability, and religion

Creates formal and informal reporting procedures for harassment complaints against Senate members, with reports made to the Chief of Staff for either caucus or the Secretary of the Senate

Requires formal complaints to be investigated by the Rules & Ethics Committee, which may appoint an external investigator to submit findings within 60 calendar days

Mandates anti-harassment training for all new members during orientation and at least once per General Assembly for all members

Requires confidentiality for all complaints, investigations, and identities of complainants and accused members, with prohibition against retaliation
