Establishes the official rules governing procedures and conduct of the Delaware State Senate for the 149th General Assembly, including order of business, bill introduction, voting, and committee operations.

Senate convenes Tuesday at 2 p.m., Wednesday at 4 p.m. (3 p.m. in June), and Thursday at 2 p.m., with all proceedings open to the public.

Bills and joint resolutions require a majority vote of all elected members for passage, with roll call votes recorded alphabetically and posted after each legislative day.

Standing committees must act on bills within 12 legislative days of assignment, hold pre-announced meetings with public testimony, and provide 5 calendar days' notice of meeting agendas.

Establishes consent calendar procedures for resolutions and executive nominations, allows press to use recording devices with President Pro Tempore permission, and provides guidelines for floor privileges and parliamentary procedures based on Mason's Manual of Legislative Procedure.
