Directs the Delaware Department of Transportation to undertake a feasibility study for widening Double Bridges Road in Frankford and creating a shoulder/bike path along its length.

Requires cost estimates to be provided as part of the study for the proposed widening and bike path improvements.

Requires a preliminary progress report to be submitted to the Delaware General Assembly on or before February 1, 2019, with a final report to follow as soon as practicable.

Cites increasing vehicular traffic in Sussex County, lack of safe passage for bicyclists on the road, and safety risks to citizens and tourists as justification for the improvements.

Notes that Double Bridges Road is used by tourists and locals for bike travel from Bethany Beach to Route 54, but currently has no shoulders or safe bicycle facilities.
