Establishes mental health services funding units for Delaware elementary schools (grades K-5) based on student-to-staff ratios.

Creates 1 funding unit per 250 full-time equivalent students for employment of school counselors, school social workers, or licensed clinical social workers.

Creates 1 funding unit per 700 full-time equivalent students for employment of school psychologists.

Requires funded mental health professionals to provide services aligned with national standards from the American School Counselor Association, National Association of School Social Work, and National Association of School Psychologists.

Allows fractional units to be combined into full-time positions or used for mental health materials and services; prohibits funds from replacing existing positions unless district/charter has already met recommended staffing ratios.
