Permits human trafficking victims to apply for pardons and petition for expungement of criminal records for any crime (except violent felonies) committed as a direct result of trafficking victimization, including prostitution, loitering, and obscenity charges.

Allows trafficking victims to file motions in court to vacate convictions and dismiss charges, with official documentation of trafficking victim status creating a rebuttable presumption that criminal participation resulted from trafficking.

Dissolves and reestablishes the Human Trafficking Coordinating Council as the Human Trafficking Interagency Coordinating Council, expanding membership from 13 to 15 members and adding representation from the Department of Education.

Requires the Council to develop comprehensive victim services plans, coordinate between agencies, collect trafficking data, promote public awareness, and provide training on trafficking prevention for state and local employees.

Mandates display of human trafficking hotline awareness signs in transportation stations, rest areas, welcome centers, adult entertainment facilities, job recruitment centers, hospitals, and emergency care providers; authorizes fines of $300 per violation for non-compliance.
