Rewrites and expands the statutory authority of Delaware's Division of Substance Abuse and Mental Health (DSAMH), replacing outdated language referencing former Department of Mental Health structures

Clarifies that DSAMH is responsible for providing and overseeing public mental health and substance use treatment services for individuals 18 years and older

Grants DSAMH authority to create, implement, and oversee licensing requirements for all mental health treatment programs serving adults, establishing uniform standards for community mental health providers

Authorizes DSAMH to operate the Delaware Psychiatric Center including its forensic unit, acquire property, make contracts, and solicit grants from federal, state, and private sources

Requires DSAMH to coordinate with other Department of Health and Social Services divisions and the Department of Services for Children Youth and Their Families for appropriate treatment services
