Raises competitive bidding thresholds for Town of Milton contracts by increasing the no-bid limit from $5,000 to $10,000 and the letter quotation requirement threshold from $20,000 to $25,000 to align with Delaware state procurement policy.

Allows the Mayor and Town Council to forgo competitive rebidding if initial bids are determined to be unreasonable or not independently reached in open competition.

Adds exemption for purchases made through the State of Delaware procurement process or from vendors on the Federal General Services Administration Supply Schedule.

Clarifies that the Town may levy and collect property taxes on both an annual basis and on a quarterly supplemental basis, while maintaining the annual cap of $1,750,000 from real estate taxation.
