Establishes special "Bicycle Friendly Delaware" registration plates available to motor vehicle owners who apply through the Division of Motor Vehicles.

Requires a one-time initial fee of $40 (including a $15 administrative fee) plus an annual $25 surcharge for each special plate, in addition to regular registration fees.

Plate design determined by a committee with at least three members including representation from the Division of Motor Vehicles and Bike Delaware, Inc.; may include "Bicycle Friendly Delaware" or "Bicycle Friendly" wording in place of "The First State."

Administrative fees deposited into a special fund for promoting and administering the plate program, with remaining proceeds applied to support Bike Delaware, Inc.'s mission to promote safe non-motorized transportation.

Funds from the non-administrative portion of the initial $40 fee and the $25 annual surcharge directed to the State Treasurer for use by Bike Delaware, Inc.
