Amends § 1944 of Title 11 of the Delaware Code to clarify police mutual aid agreements between jurisdictions.

Allows police agencies to enter into agreements to provide mutual assistance with any other jurisdiction within or outside the state, including the District of Columbia, for periods the agency deems advisable.

Requires mutual aid agreements to set forth the rights and obligations of all parties with respect to the assistance being provided.

Maintains existing indemnification requirements where the assisting party must indemnify the requesting agency for claims arising from authorized activities outside their respective jurisdiction and for third-party property damage or personal injury claims.
