Amends Delaware Code § 1444 to add exemptions for licensed manufacturers, importers, and dealers of destructive weapons who comply with federal Gun Control Act and National Firearms Act regulations.

Permits properly licensed and qualified weapons dealers to possess, store, examine, demonstrate, and deliver destructive weapons to authorized purchasers (military, police, and other permitted entities) when conducted safely according to industry standards.

Maintains existing exemptions for military and police personnel, certified wildlife biologists using firearm silencers for wildlife control, and persons conducting federally-registered scientific research with machine guns.

Requires that dealer possession and storage of destructive weapons minimize risk of theft or injury and be conducted in compliance with federal regulations and industry standards.
