Expands the definition of "qualified agency" eligible to receive water infrastructure grants from DNREC to include non-profit corporations providing water or wastewater services as regulated utilities under Public Service Commission certification.

Allows non-profit entities like the Diamond State Sustainability Corporation (DSSC) to access grants for acquiring and improving community-owned water and wastewater systems in rural and low to moderate income areas of Delaware.

Broadens the definition of "treatment works" to include domestic wastewater projects, enabling grants for community septic and sewage system upgrades in addition to existing treatment facility categories.

Applies the same non-profit corporation eligibility to the state revolving loan program under Title VI of the Federal Water Pollution Control Act by updating the definition of "municipality" for loan purposes.
