Allows courts to appoint guardians with limited powers for specific areas of decision-making or limited time periods rather than granting full guardianship authority.

Enables the Public Guardian to serve as representative payee for Social Security benefits or as VA fiduciary for Veterans Administration benefits as services of last resort.

Expands the definition of "last resort" circumstances to include situations where suitable private guardians exist but are found unsuitable by the court, or when exceptional circumstances warrant Public Guardian appointment.

Permits interim guardians to be appointed for up to 30 days without notice or hearing when a person faces imminent serious physical harm or substantial economic loss, with a full hearing required within 30 days.

Authorizes the Public Guardian to offer advisory services and guidance without formal court appointment to encourage self-reliance and independence while avoiding unnecessary guardianship proceedings.
