Requires all settlement funds and court judgment proceeds received by the State or State agencies exceeding $75,000 to be deposited to the General Fund and remain unexpended until appropriated by the General Assembly.

Prohibits the Attorney General and private counsel from including settlement terms that authorize fund expenditures to any person except parties to the dispute, consumers entitled to refunds or damages, or attorneys awarded fees.

Exempts certain funds specifically directed by existing Delaware Code provisions, including receipts under § 2527 of Title 6 and § 137 of Title 16, from the General Fund deposit requirement.

Requires the Attorney General to submit copies of settlements exceeding $75,000 to the Controller General within 60 days and file written reports with the Joint Finance Committee at least 30 days before disbursement, with confidential information redacted.

Applies only to executed settlement agreements and final court orders and does not restrict the Attorney General's authority to negotiate settlements.
