Reduces the required meeting frequency for the Advisory Council on Video Lottery Planning from 4 times per year to 1 time per year.

Reduces the required meeting frequency for the Advisory Council on Charitable Gaming Planning from 2 times per year to 1 time per year.

Authorizes the Lottery Director to establish and maintain a separate exclusion list for sports lottery players, allowing involuntary exclusion by Director's order based on prior sports betting crimes or threats to lottery integrity.

Allows the Director to issue emergency exclusion orders for sports lottery players that take effect immediately and remain in effect until further order, with service to the excluded player within 7 calendar days.

Establishes that excluded sports lottery players cannot participate in sports lottery games at either video lottery agent facilities or sports lottery agent facilities, with violations constituting a class A misdemeanor.
