Mandates that agencies receiving state appropriations maintain publicly accessible websites displaying their strategic plans and scorecards tracking key performance metrics.

Directs the Joint Finance Committee to prioritize budget requests from agencies seeking funding for programs designed to improve productivity, efficiency, and cost reduction based on their strategic plans and performance metrics.

Implementation required for all agencies receiving operating budget appropriations beginning in Fiscal Year 2023, with strategic plans and performance reviews conducted at least once every four years.
