Proposes amending Article II of the Delaware Constitution to establish a "Crossover Day" deadline of June 20 each year for bills to be presented from one house of the General Assembly to the other house.

Exempts the annual budget appropriation act, grants-in-aid act, bond and capital improvement act, and resolutions from the Crossover Day deadline requirement.

Allows either house to waive the Crossover Day restriction by passing a resolution with concurrence of two-thirds of all members elected to that house.

Requires two-thirds approval in both chambers of the General Assembly for this constitutional amendment to pass.

Aligns Delaware with 26 other states, including Maryland, that have similar crossover day deadlines for legislative chamber-to-chamber bill passage.
