Proposes a constitutional amendment to Article II of the Delaware Constitution regarding legislative session time limits.

Changes the deadline for regular sessions from midnight June 30 to 7:00 p.m. on the last day of June, unless the Governor or presiding officers recall the session.

Requires recalled special sessions to adjourn or recess no later than 11:59 p.m. on June 30, unless a two-thirds vote of both Houses provides otherwise.

Prohibits special sessions from being called to order before 9:00 a.m. or adjourned later than 9:00 p.m. on any calendar day, except by two-thirds resolution of both Houses.

Aims to ensure legislative business occurs at reasonable times to enable public monitoring and participation in the legislative process.
