Authorizes the Delaware Department of Labor to deliver unemployment compensation notices through methods other than traditional mail, including email, to reduce costs

Applies the alternative delivery methods to multiple types of notices including claims deputy determinations, overpayment notices, recoupment orders, and employer liability assessments

Maintains the existing 10-day appeal window for claimants and employers, with the deadline starting from when notices are mailed or otherwise delivered by the Department

Updates the recoupment notice requirements to explicitly state that notices must include the grounds for the overpayment

Makes technical corrections throughout Title 19 to conform language to Delaware Legislative Drafting Manual standards, including changing "person" to "individual" and updating section references
