Requires notice of mediation conferences to be served by registered or certified mail with restricted delivery and return receipt requested for child support, custody/visitation, guardianship, and third-party visitation matters under Title 13 Family Court.

Makes it each party's responsibility to provide the Court with their mailing address for receiving mediation notices.

Allows parties to waive the registered or certified mail requirement by providing written waiver to the Court.

Permits the Court to excuse the registered or certified mail requirement in whole or in part when there are voluminous parties and addresses have been confirmed in writing through other service or written notice from the parties.

Establishes that notice provided under this section constitutes conclusive evidence of service and mediation may proceed at the scheduled time and date regardless of whether a notified party appears.
