Amends Section 405 of the City of Newark Charter to permit Newark to provide sanitary sewer service to properties located outside the city's corporate limits without requiring annexation.

Allows sewer service to outside properties only when requested by the property owner and approved by both New Castle County and the City of Newark.

Makes technical corrections to existing charter language to conform with Delaware Legislative Drafting Manual standards, including punctuation and formatting changes.
