Creates a new Grants-In-Aid Committee as a joint legislative committee to review grant requests and develop the grants-in-aid appropriations bill

Committee composition consists of 6 members total: 3 Senators appointed by the President Pro Tempore and 3 Representatives appointed by the Speaker of the House, with no more than 2 appointees from the same political party per chamber

Chairperson and Vice Chairperson positions alternate annually between chambers, with a Senator serving as Chair in odd-numbered years and a Representative serving as Chair in even-numbered years

Committee members receive compensation at the same rate as the Joint Legislative Oversight and Sunset Committee

Requires the Committee to review the performance and efficacy of grants-in-aid recipients, with an effective date of January 1, 2020
