Allows any qualified voter to vote by mail in primary elections, general elections, and special elections to fill statewide or General Assembly vacancies by submitting a written application or request to the State Elections Commission at least 45 days before the election.

Requires the State Elections Commission to establish voting by mail procedures that permit processing and scanning of mail ballots before Election Day, but prohibit tabulation until Election Day.

Permits voters to drop off mail ballots at any polling place on Election Day or in secure drop boxes located at each county Department of Elections office before and on Election Day.

Amends ballot printing requirements to specify that both absentee ballots and mail ballots must list the political party of each candidate beside or below the candidate's name, with no party logos used.

Takes effect January 1, 2022.
