Adds definitions for "pyrolysis" and "pyrolysis facility" to classify plastic polymer conversion processes that produce fuels, chemicals, and raw materials without being treated as incineration or solid waste disposal.

Adds definitions for "gasification" and "gasification facility" to classify feedstock conversion processes that produce crude oil, diesel, gasoline, and other products without being treated as incineration or solid waste disposal.

Defines "post-use polymer" as plastic derived from industrial, commercial, residential, or community activities intended for conversion to fuels or feedstocks via pyrolysis or gasification, which may contain minor contaminants but cannot be mixed with other waste types.

Defines "recoverable feedstock" as post-use polymers or EPA-determined nonwaste materials suitable for processing at pyrolysis or gasification facilities, excluding unprocessed municipal solid waste.

Exempts post-use polymers and recoverable feedstocks from the definitions of solid waste, refuse, rubbish, and other wastes when processed or temporarily held (up to 90 days) at pyrolysis or gasification facilities.
