Permanently removes the July 1, 2019 sunset date from Delaware's Interactive Fantasy Contests Act, making the regulatory framework permanent rather than temporary.

Allows authorized Delaware players to include non-Delaware collegiate athletes on their fantasy sports rosters, while still prohibiting contests involving Delaware colleges or high school sports.

Permits employees of fantasy sports operators and certain family members to participate in non-public interactive sports contests, while maintaining prohibitions for public contests.

Authorizes the Director of Gaming Enforcement to issue temporary registrations (up to 12 months) to interactive fantasy sports operators for efficient operations.

Sets the interactive fantasy sports registrant license fee rate at 15.5% of aggregate interactive fantasy sports gross receipts generated in Delaware, or the highest rate adopted by another state, whichever is greater.
