Authorizes the State Bank Commissioner to require applicants for financial services licenses (mortgage brokers, lenders, money transmitters, check cashers, and motor vehicle sales finance companies) to provide fingerprints for criminal background investigations.

Expands the Commissioner's authority to participate in multi-state automated licensing systems for processing applications for money transmitters, check cashers, and motor vehicle sales finance companies.

Permits administrators of multi-state systems to collect payments, maintain applicant records, submit fingerprints to the FBI, and share information with other participating states under similar licensing statutes.

Requires the Commissioner to ensure multi-state systems maintain compliance with Delaware law regarding confidentiality, privacy, data security, and security breach notification policies.

Establishes a July 1, 2019 sunset date for § 2509E of Title 6, which sets maximum interest rates on debts incurred before a federal government shutdown affecting federal workers.
