Authorizes the Division of Motor Vehicles to issue special registration plates commemorating the Delaware State Education Association centennial to eligible vehicle owners.

Applies to private passenger vehicles, trucks with 3/4-ton or less manufacturer's rated capacity, and vans with 3/4-ton or less manufacturer's rated capacity.

Requires a one-time administrative fee of $15 upon initial application, in addition to standard annual registration fees, with replacement plates costing $15.

Directs all collected one-time administrative fees into a special fund for the Division of Motor Vehicles to cover administrative costs.

Allows surviving spouses to transfer the special plate to another eligible vehicle owned by the spouse at no additional fee upon the original holder's death; if no spouse exists, the estate representative must return the plate within 90 days.
