Expands liability protection under Delaware's Brownfields Development Program to cover releases from both underground and aboveground storage tanks.

Approved Brownfields Developers who enter into a Brownfields Development Agreement are not liable for existing regulated substance releases or corrective action costs incurred by the state or other parties.

Requires that developers did not cause or contribute to the release and must propose to conduct investigations at the facility where the release occurred.

Developers must comply with all Brownfields Development Program provisions and applicable state laws, regulations, guidance, and Department directives.

Amends § 7406(e) and adds § 7419A to Title 7 of the Delaware Code to clarify applicability to both storage tank types.
