Defines "industrial landfill" as a landsite for permanent disposal of industrial waste, excluding facilities approved for hazardous waste disposal or sanitary landfills.

Requires county or municipal zoning approval before the Secretary can grant any permit for waste disposal activities.

Establishes a 3-mile setback requirement for incinerators from residences, residential communities, churches, schools, parks, and hospitals, and requires incinerator sites to be in heavy industrial zones.

Caps the maximum height of industrial landfills at 140 feet above mean sea level, including cap and cover vegetation.

For new industrial landfills not previously approved by the Department, requires a ¼-mile setback from residences, schools, parks, hospitals, residential communities, and wetlands, with local government jurisdiction approval required.
