Adds new post-employment restrictions prohibiting former members of the General Assembly from accepting state agency positions for 1 year after their final term of office.

Restricts employment in positions created during the former member's final term of office.

Restricts employment in positions where compensation was increased during the former member's final term, unless the increase applied to all similarly situated state employees, and the former member did not hold the position during their term.

Violations are punishable as a misdemeanor with imprisonment up to 1 year and fines up to $10,000.

Maintains existing 2-year post-employment restrictions on all former state employees regarding representation of private enterprises on matters involving the State.
