Requires health insurers to provide coverage for serious mental illness and drug and alcohol dependencies in all health benefit plans delivered in Delaware without placing greater financial burdens on insureds than coverage for other illnesses.

Mandates that health benefit plans providing prescription drug coverage place at least one formulation each of buprenorphine, naltrexone, naloxone, and buprenorphine/naloxone combination on the lowest tier of the drug formulary.

Requires coverage of fees associated with administration or dispensing of methadone at opioid treatment programs as defined under federal regulations.

Prohibits carriers from imposing precertification, prior authorization, or referral requirements for diagnosis and medically necessary treatment of drug and alcohol dependencies, including inpatient treatment and prescription medications for medication-assisted treatment.

Prohibits step therapy requirements for at least one formulation of each medication-assisted treatment prescription on each tier of the drug formulary.
