Amends Title 19 of the Delaware Code to expand the Police Officers' and Firefighters' Employment Relations Act to cover police officers employed by the State and its political subdivisions not currently under the Act's jurisdiction.

Adds a definition of "police officer" referencing Title 11 §8401 and includes law-enforcement officers as defined in Title 11 §222.

Excludes state employees covered under the State Merit System from the definition of "public employee" under the Act.

Applies only to collective bargaining agreements entered into after the enactment of this Act.

Preserves the rights of police officers and firefighters already subject to the Police Officers' and Firefighters' Employment Relations Act and excludes certain employees classified in specific bargaining units.
