Removes language restricting the State Board of Education from changing boundaries of the City of Wilmington school district, allowing boundary changes to proceed if approved by Joint Resolution.

Replaces reference to the "Wilmington Education Advisory Committee" with the "Redding Consortium for Educational Equity" as the entity responsible for developing redistricting recommendations for New Castle County school districts.

Requires the Consortium's redistricting plan to include 13 mandatory elements addressing student reassignment, personnel implications, required resources, transportation, capital assets, community engagement, secondary education options, and monitoring/evaluation processes.

Establishes timeline requiring the Consortium to submit its plan by April 1, 2021, with State Board review and action occurring between January 1, 2021 and April 1, 2021, for implementation between July 1, 2023 and July 1, 2025.

Requires the Controller General to prepare a fiscal analysis of the approved redistricting plan before General Assembly consideration of the Joint Resolution, and gives the General Assembly final authority to determine funding appropriated for implementation.
