Amends § 10314 of Title 16 of the Delaware Code to grant the State Council for Persons with Disabilities (SCPD) access to all claims data from the Delaware Health Care Claims Database at no cost for public health improvement research and activities

Authorizes the SCPD to enter into agreements with the Delaware Health Information Network (DHIN) to utilize existing data warehousing and analytics functions rather than establishing a separate registry

Enables the SCPD's Brain Injury Committee to access current and accurate traumatic brain injury (TBI) data to identify scope of service needs and gaps in services for TBI patients

Allows the SCPD to leverage federal grant funding opportunities by providing reliable Delaware-specific TBI data previously unavailable

Permits incorporation of claims data into research studies on service effectiveness, return on investment, and cost-effectiveness for traumatic brain injury services
