Allows reorganized school districts experiencing enrollment growth after the initial unit count to participate in an optional mid-year unit count conducted on the last school day of January.

Permits qualifying districts to receive state funding for one additional teacher or two paraprofessionals for 90 days per new unit generated by the optional mid-year count.

Provides state-paid employment costs for the additional teacher or paraprofessionals for 90 days, and one-half of Division II energy and other cost appropriations per unit as specified in the annual Appropriations Act.

Requires the Department of Education to certify and report the optional mid-year unit count after January 31 each year.

Restricts use of additional units to schools that experienced enrollment growth between the last school day in September and the last school day in January.
