Amends Delaware Code Title 18, Chapter 7 to cap form filing fees for insurance policies and annuity contracts at $2,000 per filing by the Department of Insurance.

For group-wide form filings, the $2,000 cap applies separately to each insurer within the filing.

Maintains the base filing fee of $150 as set forth in § 701, with the $2,000 cap applying to total form filing fees assessed by the Commissioner.

Allows the Department of Insurance to continue assessing reasonable expenses for review and determination of form and rate filings in addition to the capped fee.

Takes effect July 1, 2019, with intent to maintain Delaware's competitiveness as an insurance domicile by controlling form filing costs.
