Allows registered qualifying patients and designated caregivers to grow medical marijuana at home with Department approval, requiring a signed affidavit attesting to ability to comply with all requirements.

Limits home cultivation to 6 mature and 6 immature plants per registered qualifying patient, with designated caregivers able to cultivate for no more than 3 registered qualifying patients.

Requires marijuana cultivation in enclosed, locked facilities with compliant electrical systems, prohibits use of pesticides and flammable gas solvents, and mandates monthly record-keeping and plant tagging.

Authorizes the Department to conduct random inspections (limited to 2 per 12-month period without credible suspicion of violation) and revoke cultivation approval, with at least 5 days notice to correct violations and opportunity for hearing.

Permits landlords, homeowners associations, and common interest communities to prohibit home marijuana cultivation and requires annual reporting on home cultivation data and regulatory safeguards.
