Requires the State Bureau of Identification (SBI) to provide ongoing subsequent criminal history information to designated school officials and the Department of Education for individuals employed in public and private schools, including substitute teachers and student teachers.

Mandates SBI to release all subsequent criminal history to the Department of Social Services and Youth and Family Development (DSCYF) for child-care providers, facilities receiving Federal Child Care Development Block Grant funds, and youth camps.

Extends requirement for SBI to release subsequent criminal history to private schools and youth camps that conduct background checks using the name-based criminal check method through DELJIS.

Maintains confidentiality protections requiring that criminal background information is disclosed only to the chief school officer, head of school, chief personnel officer, and one designated employee in each school who receives confidentiality training.

Applies the subsequent criminal history notification requirement to all categories of child-serving entities already subject to criminal background check requirements under Delaware Code Title 31.
