Establishes a critical need reimbursement program to support Delaware public school teachers seeking standard certification in state-approved critical needs areas by funding their education coursework.

Eligible teachers must be full-time employees of Delaware public school districts or charter schools who currently teach on temporary, emergency, limited standard, or certificate of eligibility status.

Provides reimbursement for approved coursework at regionally-accredited colleges, universities, or Secretary of Education-approved Alternative Routes to Teacher Licensure and Certification programs, covering up to 6 credits or equivalent noncredit seminars/workshops per academic year.

Requires teachers to achieve a grade of 2.0 or higher on a 4.0 scale (or equivalent passing grade for noncredit courses) to receive reimbursement, with funds distributed directly to institutions upon course completion.

Caps reimbursement at the cost of tuition and fees at the highest-cost Delaware public institution; if funding is insufficient, awards are distributed proportionally among eligible districts and charter schools.
