Allows special Delaware firefighter license plates to be issued to vehicles owned by artificial entities, including corporations, companies, associations, firms, partnerships, societies, and joint-stock companies, in addition to individuals.

Requires owners to have official documentation proving membership with a Delaware-based fire company, auxiliary fire company, volunteer ambulance company, or volunteer rescue company affiliated with a county or state firefighter's association.

Applies to passenger vehicles, trucks with 3/4-ton or smaller manufacturer's rated capacity, and vans with 3/4-ton or smaller manufacturer's rated capacity.

Changes the language in § 2121A of Title 21 to clarify that both individual and artificial entity vehicle owners may apply for the special license plates through the Department of Motor Vehicles.
