Modifies Delaware Code § 1109 to allow resident individuals to deduct 100% of real property taxes paid as itemized deductions regardless of federal limitations.

Permits taxpayers to claim itemized deductions on Delaware tax returns even when they do not itemize on federal returns or elect the foreign tax credit on federal returns.

Allows itemized deduction claims equal to what would have been allowed if the taxpayer had itemized deductions on the federal return.

Applies to all taxable years and overrides federal law limitations on real property tax deductions for Delaware income tax purposes.
