Clarifies that insurers must renew or reinstate automobile policies if the insured pays the full premium amount within 30 days after the policy period ends or cancellation date, when nonpayment is the sole reason for cancellation or nonrenewal.

Changes the appeal process for contesting policy cancellations or nonrenewals from a formal hearing to a written review by the Commissioner on the submitted documents.

Requires insureds to submit appeals to the Commissioner at least 20 days prior to the cancellation or nonrenewal effective date, and requires the Commissioner to issue written findings at least 5 days before the effective date.

Directs the Commissioner to forward appeals to insurers within 2 working days of receipt, and requires insurers to submit supporting documentation within 5 working days.

Allows the Commissioner to order rescission of a cancellation or nonrenewal notice or reinstate the policy retroactively for up to 15 days if the insured prevails in the appeal.
