Adds definitions for "airbag," "counterfeit supplemental restraint system component," "nonfunctional airbag," and "supplemental restraint system" to Delaware Code Title 6.

Prohibits automotive repair facilities from installing or reinstalling counterfeit supplemental restraint system components or nonfunctional airbags in motor vehicles.

Prohibits selling, installing, or reinstalling devices that disable a vehicle's diagnostic systems to conceal counterfeit or nonfunctional airbags.

Prohibits manufacturing, importing, distributing, selling, or offering for sale counterfeit supplemental restraint system components or nonfunctional airbags intended to replace airbags in motor vehicles.

Clarifies that nonfunctional airbags include previously deployed airbags, airbags with electrical faults, airbags with installed objects designed to deceive vehicle owners, and airbags prohibited under federal law.
