Establishes the Interagency Pharmaceutical Purchasing Collaborative composed of voting members from the Controller General's office, Insurance Commissioner, Office of Management and Budget, Department of Health & Social Services, Department of Correction, Department of Human Resources, and one each State Representative and State Senator, plus non-voting members including the Director of Division of Medicaid and Medical Assistance and Chief Pharmacist.

Requires the Collaborative to perform data analysis of state pharmaceutical prices, build a market database assessing drug value by cost and patient outcome, and by October 1, 2021 identify opportunities to leverage inter-agency purchasing including joining consortiums with other states or group purchasing agreements.

Mandates that all state pharmaceutical contracts entered after July 14, 2021 require contractors to provide transparency information including wholesale acquisition costs, rebates and discounts received by pharmacy benefit managers, other payments from manufacturers, and pharmacy reimbursement amounts.

Directs the Secretary of the Department of Health & Social Services to hire a consultant by March 31, 2021 for data analysis work and to hire a Chief Pharmacist to supervise the Collaborative's work.

Requires the Collaborative to submit an annual report by March 1 to legislative leadership and all General Assembly members, while designating Collaborative documents and received information as non-public records under the Freedom of Information Act.
