Repeals Title 16 § 7204 of the Delaware Code, which previously allowed property owners to obtain warrants for recovery of liquefied petroleum gas containers in unauthorized possession.

Removes the provision allowing owners or their agents to make sworn affidavits before a justice of the peace to initiate warrant proceedings against persons using or refilling their containers without consent.

Shifts container recovery disputes from the criminal warrant process to the civil replevin process, which is deemed more appropriate for property recovery matters.

Eliminates a statutory procedure deemed rarely used, with violations now handled through traditional warrant processes initiated by law enforcement officers under other sections of the code.
