Increases the City of Seaford's borrowing limit from $2 million to $3 million in floating debt per fiscal year, with repayment required at a minimum rate of 10% annually over 10 fiscal years.

Creates exemption from competitive bidding for Department of Public Works and Department of Electric projects under $50,000, and allows projects between $50,000-$99,999 to use competitive written proposals from 3+ contractors instead of formal advertising.

Clarifies that existing exceptions to competitive bidding requirements apply to both advertising and bidding, and requires projects of $100,000 or greater to continue following competitive bidding and advertisement procedures.

Establishes that City Council members and officers are not personally liable for promissory notes issued by the City when authorized by Council resolution.

Makes technical corrections to conform the Charter language to Delaware Legislative Drafting Manual standards regarding list formatting, numbers, and currency amounts.
