Authorizes the Office of Management and Budget to establish a temporary loan program in partnership with financial institutions and non-profit providers for furloughed or unpaid federal employees who are Delaware residents.

Provides loan guarantees that may not exceed $80,000 per federal employee affected by the partial federal government shutdown.

Applies to approximately 500 Delaware residents employed by the federal government who are furloughed or working without pay due to the lapse in appropriations.

Requires the Office of Management and Budget and the Office of the Controller General to review and approve program details before any state funds are committed.
